If “Spontaneous Fugue” was the album catching its breath, this is Rose walking back into the municipal building, and after the two-hour civic autopsy of “Outlandia” he trades the panorama for a single grotesque department, and the compression suits him. The whole thing runs on the joke of that chorus: an absurdly cheerful civic choir singing “Clamp it down, citizen, nice and snug” over a bright electric-piano bounce, the kind of hook you catch yourself humming before the horror registers. Built in F minor at a shuffling clip, it lets the crooked meters do the satire, the way the band chokes to silence right before “and fits you for a tongue clamp,” or the furious contrapuntal break where guitar, sax, and marimba chase the same angular figure through shifting bars without ever tipping into chaos. The bridge is the payoff, a sinister doo-wop sweetness under the moment Eddie gets cut off mid-sentence: “Your silence has been entered into the permanent record,” delivered with the pleasantness of a parking clerk. Then the breakdown drops the mask and lets Rose sound genuinely incredulous: “nobody knew who ordered the clamp.” If it has a weakness, it is length; at nearly six minutes the instructional interludes start to feel like they are proving a point already made. But the tiny lounge-combo outro, that final “Open wide. Perfect,” lands the knife clean. Closest cousin might be Randy Newman writing for a Kafka pageant, and it starts the run of character comedy the album’s middle lives on.
